The True Opportunity Program (TOP) is built on a results-driven funding model that prioritizes accountability, efficiency, and measurable impact. Rather than allocating resources broadly, TOP focuses on individuals who demonstrate a clear commitment to personal growth, discipline, and successful reentry.
Traditional reentry programs often invest heavily without structured engagement requirements, leading to high costs and inconsistent outcomes. TOP takes a different approach. Through assessment, mentorship, and ongoing participation tracking, resources are directed toward individuals who actively engage in their own development. This ensures that funding is used where it produces real, lasting change.
TOP’s funding goals are designed to scale with proven success. Initial funding of $50,000 to $150,000 supports foundational operations, pilot programming, and data tracking systems. As outcomes are demonstrated, expansion funding between $250,000 and $750,000 annually will support increased participant capacity, housing partnerships, and workforce pathways. Long-term, TOP aims to operate as a full reentry system with $1 million or more in annual funding, supporting participants for up to three years based on continued engagement.
A key advantage of the TOP model is cost efficiency. While traditional programs may exceed $30,000 per participant annually, TOP operates on a performance-based structure, often reducing costs to $6,000–$12,000 per active participant. This allows funding to be reinvested into those who are committed to building stability and independence.
TOP utilizes a diversified funding strategy, including grants, private donations, corporate partnerships, and future social enterprise development. This ensures both immediate program growth and long-term sustainability.
